In their January 4 opinion column in Le Devoir entitled: “Supporting Palestine refugees, a moral obligation, a matter of dignity, a duty of humanity,” Rachad Antonius, Nago Humbert and Daniel Turp sought to rehabilitate the tarnished and tattered reputation of UNRWA, the United Nations agency which is tasked with supporting Palestinians, but instead, which has helped to legitimize Palestinian rejectionism of Israel and which is known for its complicity with Hamas terrorism.

The authors described UNRWA as “an essential necessity” in Gaza, saying that for the population there, “it provides education, health services and administrative services” to the population.

What the authors wrote about UNRWA is hugely outweighed by what they decided to ignore.

UNRWA Failing Its Own Mandate

They avoided acknowledging that UNRWA, now in its eighth decade, is officially tasked with providing “assistance and protection to Palestinian refugees pending a just and lasting solution to their plight.”

Tens of millions of refugees were created by World War Two, but within a few short years, virtually all were resettled, found new homes and were able to rebuild new lives. And yet, with a far smaller number of refugees, UNRWA has been catastrophically incompetent at achieving anything remotely resembling the same outcome. This is in sharp contrast to the 850,000 Jews who were ethnically cleansed from Arab and Muslim lands following the establishment of the State of Israel in 1948 who were resettled primarily in Israel and elsewhere.

UNRWA’s failure to live up to its stated mandate is no accident; it supports the so-called “right of return,” meaning that millions of Palestinians – whose grandparents nearly a century ago left Israel in the midst of an Arab-led invasion – would be permitted to settle in Israel, instantly spelling the end of Israel as a Jewish and democratic state.

By keeping Palestinians in a perpetual state of victimhood, UNRWA helps to ensure that they remain in a state of limbo, offering benefit to nobody.

UNRWA In Bed With Hamas

The authors did note Hamas’ October 7, 2023 massacres and its hostage taking, condemning both, but downplaying UNRWA’s role in terrorism, writing that there is “no evidence of complicity with Hamas” by the agency.

That is far from the truth. Pierre Krahenbuhl, UNRWA’s former head, repeatedly met with Hamas and Palestinian Islamic Jihad (PIJ) leaders, telling them about the “spirit of partnership” that existed between the United Nations agency and the Palestinian terrorist groups.

There is extensive evidence of UNRWA’s complicity with Hamas, both before and after October 7, 2023, including UNRWA teachers who were also members of Hamas, Hamas fighters operating inside an UNRWA building, and perhaps most extraordinary of all, a huge Hamas command centre directly underneath UNRWA’s headquarters in Gaza, the existence of which would surely be known to the United Nations agency.

In addition, UNRWA’s “educational” materials provided to the next generation of Palestinians have been rife with vicious anti-Israel propaganda, helping to lay the groundwork for another generation, not of peace, but of rejectionism.

While UNRWA does provide some humanitarian assistance in Gaza, it has also spread egregious misinformation, falsely claiming that little aid has entered the coastal territory, ignoring that the agency is part of the problem, failing to adequately distribute the huge amount of aid being sent into Gaza.

Not only is UNRWA not a solution to the Israel-Palestinian conflict, it plays a central role in perpetuating it, a point that Rachad Antonius, Nago Humbert and Daniel Turp wholly ignore.
