CBC Allows Unsubstantiated Allegation in Report

Gazasewagecp120216 In a CBC Online report about a Gaza cesspool which collapsed sending a flash flood of sewage killing five Palestinians, CBC quotes Reuters saying that:

?The governor of north Gaza, Ismail Abu Shammala, blamed Israel, saying the problems started when Gaza was under Israeli control 20 years ago, said Reuters?

We’ve encountered "Blame Israel" allegations before, but this unsubstantiated claim seems so baseless and unfounded that it shouldn’t have been included in the report in the first place.

In contrast, if there was an electrical fire in Israel and three people died because of faulty wiring, would the CBC quote an Israeli who blames Palestinians for the fire without any credible evidence?
